    In the United Kingdom, a driving licence is the official document which authorises its holder to operate motor vehicles on highways and other public roads. It is administered in England, Scotland and Wales by the Driver and Vehicle Licensing Agency (DVLA) and in Northern Ireland by the Driver & Vehicle Agency (DVA). A driving licence is required in England, Scotland, and Wales for any person driving a vehicle on any highway or other "road", as defined in s.192 Road Traffic Act 1988, irrespective of the ownership of the land over which the road passes. Similar requirements apply in Northern Ireland under the Road Traffic (Northern Ireland) Order 1981. As long as Great Britain and Northern Ireland remains within the European Union, a UK driving licence is a European driving licence. As UK nationals do not normally have identity cards, a photographic driving licence can serve many of the purposes of an identity card in non-driving contexts, such as proof of identity (e.g. when opening a bank account) or of age (e.g. when buying age-restricted goods such as alcohol).

It can use existing closed-circuit television, road-rule enforcement cameras, or cameras specifically designed for the task. ANPR is used by police forces around the world for law enforcement purposes, including to check if a vehicle is registered or licensed. It is also used for electronic toll collection on pay-per-use roads and as a method of cataloguing the movements of traffic, for example by highways agencies. Automatic number plate recognition can be used to store the images captured by the cameras as well as the text from the license plate, with some configurable to store a photograph of the driver. Systems commonly use infrared lighting to allow the camera to take the picture at any time of day or night. ANPR technology must take into account plate variations from place to place.
